E1: UPG: New ODBCs And ODBCDataSource.inf Information Missing for EnterpriseOne Software Upgrade (Doc ID 640003.1)

Symptoms

In this scenario here, customer is upgrading to EnterpriseOne 8.11 SP1 application release level.
Customer successfully created a Pristine Upgrade plan, and everything appeared to work, but for some reason NO ODBCs were created for PS811 on their deployment server. Also, the ODBCDataSource.inf file is missing the PS811 information as well.
Customer went back to their custom upgrade plan and enabled the Environment Datasources manually, and then re-ran my plan. Still no success, even though the workbench says it successfully completes this step and the Plan Validation Report R9840B looks correct. They suspect perhaps this was a share issue, but they can map the E811/client folder FROM the deployment server, and can modify the file there from another PC even. Customer did apply the install of the latest planner ESU and ran the special instructions first.
