E1: UO: User Override Does Not Save for Certain Users (Doc ID 640900.1)

Only specific users cannot create new user overrides and have them save.  For one user after they add a new user override and log back into the system, the override is gone.  Another user can add the same override, and the system will retain their changes.  Why does this occur?
