E1: WRKFLW: Workflow Process Fails To Promote in Object Management Workbench with "General Error in method, Status Change", Log Detail shows Error 156XX (Doc ID 641342.1)

Symptoms

While trying to promote a project which contains a workflow process, for example, from status 21 to 26, we receive an error of "General Error in method, Status Change" on the screen. 

The Object Management Workbench (OMW) log detail full text for the project shows the following:

Error - Action: Transfer called for:
Project: PRJNAME
Object: WF558101!1   <- meaning workflow name and version 1
Type: WF
by User: USRNAME returned Error: 47.

OMW Logs Full text for the workflow object shows (OMW > Row Exit > OMW Log > Full Text):

This Workflow failed to transfer, the process is in use in the target Data Source: Control Tables-CRP.

Workflows may not be active or have any instance records in the target Data Source where they are being transferred. If you would like to transfer this Workflow, you must first deactivate it in the target Data Source and remove any instance records.

 

The jdedebug.log has the below insert statement showing error code 156XX.
