E1: UBE: UBE Failing on AS/400 Server with Duplicate Key Error on F986110 (Doc ID 642116.1)

When trying to submit UBEs to the Enterprise Server the following error message appears in the client JDE.log:

Error occurred submitting batch to enterprise server.

PORTTEST is successful and the server is up to date with IBM APARs.  When jobs run they create records in the F986110 table (Job Control Status Master) and are assigned a "job number".  For some reason now, when a job runs, it is added with no Job Number and they cannot submit another UBE until they delete that file (and its F986110 record).  Found the record with a blank and deleted that print file and this allowed customer to run another job.  The next one did the same thing, i.e. created an entry with a blank job number.  Customer unable to run another batch job until the last one has been deleted.  

The log from the UBE Kernel job shows the error with the duplicate record in F986110. Ran the UBE job twice, the first time it created a record with the blank job number (which ran), the second time it returned the duplicate record error.  The problem is the first job which, although it runs successfully, inserts a record with what appears to be an invalid job number into F986110.

Cause . . . . . :   A program tried to set a space pointer or use storage outside a space, or tried to use an unallocated page in teraspace. The space class is X'02'. The space class designates the type of space: 00-primary associated space (includes space objects). 01-secondary associated space 0. 02-implicit process space for automatic storage. 03-implicit process space for static storage in activation group mark X'00000002'. 04-implicit process space for heap identifier X'00000000' in activation group mark X'00000002'. 05-constant space. 06-space for handle-based heap identifier X'00000000'.
07-teraspace offset X'0000000000000000'. 08-teraspace for OS/400 PASE memory address X'0000000000000000'. Offset X'2A2A3499' only applies to storage outside teraspace. X'8000000000000000EC5319582F001000' is a pointer to the teraspace page or the start of the implicit process space for the allocation.
