E1: 36: R34610 Forcing Forecast Changes Lower Levels Not Working

When running R34610 Forecast Forcing and forcing forecast changes from a higher level in the hierarchy to lower levels it may appear to not work correctly, or they work only going up, not down.

Symptom 1.  The full change is blown down to all of the zero quantity items. While forcing works correct if the quantity /amount before forcing was greater than zero.

Symptom 2.  The application seems to force changes up but not down, even setting the processing option for direction correctly.

Example:
Summary forecast is set as follows: Item = Y, PRP4 =1, Customer =02, PRP5 = 3

When a change is made at the Customer Level it is pushed up the the PRP4 level but not down to the PRP5 level
