E1: UBE: Non-Latin Characters Show as Garbage Code in CSV Reports

Double-Byte characters shows as Garbage values when UBE is exported to CSV format.

Using the following unicode setting in the jde.ini results in a CSV file containing the expected double-byte characters, however when opened in Excel it has all data columns displayed on the first column:
