Goal

There has been an issue seen where the default data source settings are NOT correctly checked during the upgrade or install process. The options most likely affected are "Use Decimal Shift", "Use Julian Dates" and in the case for Oracle -- "Use Table Owner".

These options may be incorrectly unchecked which will cause issues when accessing the tables. Symptoms may include insert errors, UTB problems viewing tables, and errors indicating that the tables do NOT exist.
