E1: JAS: JDBMaxPoolSizeException Error - Users Are Unable to Log In (Doc ID 644710.1)

Goal

A new Tools Release has been installed for EnterpriseOne.  A couple of times a day users experience an issue where they are unable to login to their HTML client workstations.  Users get the generic sign in error.  The JAS Server has to be bounced to get connections freed so users can log in again.

The JAS.LOG shows:
