Symptoms

Scenario 1:
When the user does an action on an object in Object Management Workbench (OMW), they receive RDB errors. 


Scenario 2:
Promoting a project from 21 to 26.  The project fails to promote with an error of 139T - RDB Errors: The Method Status Change experienced database errors.
