E1: KER: Port in Use Error in Server Logs after Bouncing EnterpriseOne Services (Doc ID 646796.1)

Symptoms

After stopping and starting EnterpriseOne services, there are messages in the JDE.LOGS concerning port 6013 already in use.  Within an hour of starting E1 services, you start getting Security Server errors.  Rebooting the server resolves this but is not always practical.  You need to know what is occurring with port 6013 that causes the service failure?  You have checked the port and it is not being used by anything else on the system and/or network.
