E1: OS: TAM Semaphore Error (TAMInitSharedMemory/CreateSemaphore) Access Denied (Doc ID 647119.1)

Symptoms

On the Deployment Server when EnterpriseOne starts, there is a pop up message that reads: 

TAM Semaphore Error (TAMInitSharedMemory/CreateSemaphore) Access is denied. 

The JDE.LOG has an error that matches the error on the screen:

Starting OneWorld


After clicking OK on the popup message, EnterpriseOne starts fine and works with no issue.  If you call UTB (Universal Table Browser), you get the same error with the same message box and entries in the JDE.LOG file.

The Deployment Server is a Windows 2003 with EnterpriseOne 8.11 SP1 / Tools Release 8.95C1.  However, this happens when going back to previous service packs as well.  This issue may also occur in newer releases such as EnterpriseOne 9.0 and Tools Release 8.98.
