E1: KER: EnterpriseOne 8.12 Web Client is Extremely Slow (Doc ID 648950.1)

Symptoms

After installing EnterpriseOne 8.12, signing into and J (web) environment takes a very long time and applications are not responsive.  The following is seen in the JAS.LOG:

12 Jun 2006 13:40:40,668 [SEVERE] - [KERNEL] *ERROR* RemoteEnv: execute:COSE#1000 Request timeout: timeout after 90000ms host ENTSERVER:6014(2261) SocID:2174 PID:0 host:ENTSERVER:6014 user:JDE Env:JPD812

Note the "PID:0". 

In the Call Object kernel log, the following is shown:
