E1: UBE: UBEs Remain in Wait Status Indefinitely While Queue Field in WSJ Remains Blank on OneWorld Xe or ERP8

For some reason all jobs submitted to a non-AS/400 remain in 'W' (Wait) status indefinitely. The problem is either specific to newly installed Windows clients, or on environment to which a new non-AS/400 server was added to a system initially using one or more AS/400 servers.
In addition to the fact the UBE does not process, the Queue field in Work with Submitted Jobs is blank:
This problem is known to happen only in OneWorld Xe or ERP8.
In the UBE kernel debug log we can see the INSERT against F986110 (Job Master Table) of the job record:

Note the insert statement does not contain a queue: INSERT INTO APPLIB/F986110 VALUES (' ','5','W','PD7333','USER','******',' ..
No errors are reported in the client, server, or UBE logs
