E1: SEC: Action Security Is Defined to Prevent Add Yet Applications Allow Adding of Records with OK Button Available (Doc ID 651082.1)

We have set up action security for P03013, Customer Master, with Add, Change, Delete, and Copy set to No, and OK/Select and Scroll to End set to Yes.

If I access this program from the menu, it appears to be working correctly. If I go into Address Book (P01012), select an existing customer, and take the A/R exit, then my OK button is correctly grayed out. However, if I select an existing address book record that does not contain a customer primary record, my OK button is enabled.

Since I have both Add and Change set to No in my security, I do not understand why this is happening. Action security to an Add button does not prevent users from adding new records directly in the grid.
