E1: CHA: Impact Analysis Report for an ESU in Change Assistant Showing Incorrect Results (Doc ID 651175.1)

Symptoms

You downloaded an ESU using Change Assistant and created an Impact Analysis report.  It reflected that 100% of the objects would be applied. 
Then you applied the ESU to an environment , for instance DV and looked at the Software Update History R96701 report PDF of a particular ESUI and it reflected that only some of the objects (in this case 15) of a total of 17 objects were installed and that some others (in this case 2) were not installed.

You looked at the 2 objects that were not installed using the spec merge status in the planner environment and saw that the 2 objects that were not installed had been updated by an earlier ESU on your system.  The R96701 PDF seems to be correct while the Impact Analysis report R96710 seems to be incorrect. 

You just started to use the Impact Analysis functionality of Change Assistant a couple of ESUs ago and you see that those ESUs also reflected 100% objects affected on the Impact Analysis UBE R96710 while the Software Update UBE R96701 reflected less than all objects being affected. 
You always used to run the Impact Analysis via the normal JDE screens and the results always matched the installation. Something seems to be amiss with running the Impact Analysis tool via Change Assistant.
