Symptoms

After installing Service Pack 23 or 24 (any of the available one_offs) Scheduler fails to launch any jobs. The Scheduler kernel JDE.LOG shows the following errors:

 
There is no status change at all; the jobs remain in a scheduled status. This problem is common to all platforms.
