E1: KER: Kernels are Stuck in TIMW/DEQW Status with error BNT0000364 - Unable to create JDBNET server connection (Doc ID 652617.1)

Symptoms

You IPLd the server due to IBM PTF applied recently, but now your system will not start up nor can EnterpriseOne users login.  Some JDENET_K processes are in TIMW status, including the Security Kernel.

The following errors appear in the server JDE.LOG on many kernels or probably all kernels:

The Security Kernel JOBLOG shows:

C2M1212 from QC2UTIL3 to JDELIB - The pointer parameter passed to free or realloc is not valid.
Cause . . . . . : The pointer parameter passed to free or realloc was not valid. This caused your function call to fail.
Recovery . . . : Correct the invalid pointer parameter being passed to free or realloc.
Technical description . . . . . . . . : The value of the pointer passed to free or realloc is X4000000000009A72268004E87290.

C2M1211 - The ILE C/400 fast heap has been corrupted.
Cause . . . . . : This can be caused by many things. The most common include freeing a space twice, writing before or after the space that was allocated, or writing in a space after it has been freed.
Recovery . . . : Find the code that is corrupting the ILE C/400 fast heap and fix it. The space that has been corrupted is pointed to by X4000000000009A72268004E87290.

CPF1892 - Function DSPOVR not allowed.
Cause . . . . . : Function DSPOVR is not allowed in a job which is capable of running with multiple threads.
