E1: OMW: Promoted User Override Records are Lost in the Target Environment (Doc ID 652924.1)

I created some user overrides and copied them to *PUBLIC in DV.  I then attached them to a project at status 21. I promoted them to PY by moving the status of the project to 26. I then log into PY and check using the User Override application (P98950) to see that the user override is there for *PUBLIC. It is. Then I go into the application only to find that the user override does not display. When I go back to the User Override application to review the user override, the user override record is now gone. I can reproduce this at will.  Why does this occur?

 When the dependent records for UO are missing while promoting the project containing UO records, it might fail with 156NN - UO Dependency error in the log.
