Goal

There are many standard reports that have columns with values less than one showing no leading zero in front of the decimal.  
For example, numeric field PNAOW, UPRC and HRW when included in the report and run, the field will show .20 rather than 0.20 if it has a decimal less than 1.

Changing the display edit code in the RDA property for the numeric field and trying all possible edit codes still does not show the leading zero for a decimal value less than zero.

Is there a way to show amounts that are less than one with a leading zero?
