E1: PKG: Spec Tables Not Deleted During Package Deletion - Oracle Database - Error: PKGENG0036 - Failed To Delete Package Spec Repository (Doc ID 657758.1)

Symptoms

In EnterpriseOne using Oracle database, when a package is deleted from Package Build P9621 / Package Assembly P9601 applications from the EnterpriseOne fat client machine, the Package Spec tables are not deleted from the database.  The following errors appear in the JDE.LOG and package build kernel log:
