E1: SCHED: Scheduler Not Adjusting for Daylight Savings After First Week (Doc ID 658119.1)

Symptoms

Daylight Savings starts the second Sunday in March and ends the first Sunday in November at 2:00am.  Scheduler is running jobs that are scheduled to run during the first week right after DST starts without adjusting for the correct time so all jobs are running an hour late.

Jobs scheduled a week after the DST change occurs, run correctly.  This can happen to any daylight savings rule that starts on the first week of the month.  Currently only Europe and Australia have a daylight savings change that starts on the last week of the month.
