E1: FDA: HTML Text in FDA Text Block Control Being Escaped with Tools Release 8.98 and later (Doc ID 795733.1)

Goal

The text in the 'Text Control' object is now being escaped with Tools Release 8.98 and later. The HTML tag <script> becomes &lt;script&gt; before being sent to the browser and is therefore interpreted by the browser as text not as an HTML tag. This is not the behavior that was exhibited in the previous Tools Release.  The following is an example of the rendered HTML text between the two releases as shown below:

Tools Release 8.96:

In Tools Release 8.98 and later, it becomes:

What is the expected behavior for the "Text Control" object with Tools Release 8.98 and newer?  Should the content of the text block control be escaped and if it is escaped, how can I turn the escaping off?
