E1: JAS: All Applications Fail with Web Exception Errors for Business Functions

Information in this document applies to any platform.
All applications on HTML/Web clients fail with WEB CLIENT EXCEPTION. This issue only happens for the JAS production environment. This is on EnterpriseOne 8.12 with Tools Release 8.97 with two Enterprise Servers; one server runs Production and the database while the second server is for DV, PY and PS.
Error on screen:
The Current transaction has been lost. Please exit the application and restart it. Dialog is Initialized line no 10 P4101_W4101E
Error in JAS log file:
