E1: ENV: DB: Cross Reference UBE R980011 Errors with Message "Execute buffered insert" - AS400 iSeries platform

Symptoms

In this scenario, customer found error while running Cross Reference Report R980011 - Execute buffered insert, record 1 of 100 failed on AS400 iSeries system Using DB2 400 database.

Scenario: You are moving Central Objects from a SQL Server database on Windows server to an iSeries server.  All but a few non Central Object tables moved.

You run Cross Reference and get errors concerning two of the tables that did not copy over from SQL; F980021 and F980011. These tables do not have any records, you generate the two tables to the new datasource on the iSeries.  The Cross Reference UBE starts running and populating the tables, but you get the following messages in the JDE.LOG for these tables:
