E1: SPC: License Usage Application (P98538) Fields are Set to Zero in FAT Client

In this scenario here, on a JD Edwards EnterpriseOne XE SP23 FAT client workstation, after EnterpriseOne is installed, and a user tries to login, E1 hangs.  When checking in License Usage application (P98538) from GH9052 - Security Maintenance Menu in the FAT client, everything is set to zero:
