E1: INST: Error "Failed to Connect to E1Local" and Unable to Log-in to the Deployment Server with Local Oracle OEE database

Symptoms

Customer is unable to log-in to the Deployment Server.  The following Oracle database errors are shown in the JDE.LOG:

3708/3712 MAIN_THREAD Fri Jul 31 15:41:49.799000 dbinitcn.c745            OCI0000374 - Failed to connect to the database instance
3708/3712 MAIN_THREAD Fri Jul 31 15:41:49.815000 dbinitcn.c750            OCI0000375 - Error - ORA-12154: TNS:could not resolve the connect identifier specified
3708/3712 MAIN_THREAD Fri Jul 31 15:41:49.815001 dbinitcn.c427            OCI0000064 - Unable to create database server connection
3708/3712 MAIN_THREAD Fri Jul 31 15:41:49.815002 dbinitcn.c520            OCI0000367 - Unable to connect to Oracle ORA-12154: TNS:could not resolve the connect identifier specified
3708/3712 MAIN_THREAD Fri Jul 31 15:41:49.815003 Jdb_drvm.c909         JDB9900164 - Failed to connect to E1Local
3708/3712 MAIN_THREAD Fri Jul 31 15:42:14.346000 Jtp_cm.c273             JDB9909003 - Could not init connect.
