E1: FDA: New Windows Client Debug Logs with Tools Release 8.98 and newer

After upgrading to Tools Release 8.98, we discovered that when the jdedebug.log is turned on in the Windows client, in the jde.ini, set the OUTPUT=FILE in the [DEBUG] section, there is no jdedebug.log generated. However, there are many logs with the following format i.e. jdedebug_<processid>_<date>.log.
