E1: 49: Collect Shipments Will Not Auto-Route (Doc ID 972988.1)

Using a freight handling code of C (collect) which has a special handling code of 1. The route and carrier are both set to autoroute. Enter an order which creates a shipment which gets auto-routed fine. Then reinquire on the order and change the Promised Delivery Date in the order detail, the system creates a new shipment but it does not get autorouted. Why is this new shipment not getting autorouted?
