E1: ESU: Business function library load failed - CINSTALL DLL Errors After Installing Planner ESU

Goal
After installing Planner ESU JL13460 (or any other later versions of the 9.0 Planner ESU) and executing SpecialInstrs.bat, customer logs into JDEPLAN environment, and attempts to run Batch Versions (BV in the fast path) to complete the next Special instruction, but receives error :
Business function library load failed - c:\JDEdwards\E900\PLANNER\bin32\CINSTALL.dll.
These error messages are shown in the jde.log:
