E1: UPGTC: Upgrade TC's Fail to Launch on Enterprise Server after Already Attempted to Run - JDB9900307 / OS400LI003 / JDB9900189 Errors

Symptoms

In this scenario here, customer is upgrading their DV environment from EnterpriseOne 8.10 to 9.0 application release level and the upgrade workbench fails for Table Conversions set to run on the enterprise server. The customer Pristine (PS900) environment is installed on a separate enterprise server. The OCM mappings for the DV environment being converted on the primary enterprise server point to the second enterprise server where pristine PS is installed on.
Some additions to the data sources for the DV enterprise server have resulted in TCs not submitting at all on the server.
When removed the TCs submit on the server, they immediately go to an ERROR status with logs indicating can't find the PS900 pristine environment's tables.
