Create purchase requisition at P4311 and encountered hard error 'Address Book Number Inactive' prompted when Hold Purchase Order flag has been enabled at Address Book Control Revision (P010513). The Hold Purchase Order flag should disable purchase order creation with purchase requisition creation enabled.


Steps:
1. Activate Hold Purchase Order flag at Address Book Control Revision (P010513) for specific customer
2. Create purchase requisition at P4311 with the customer activated with Hold Purchase Order flag and hard error 'Address Book Number Inactive' has been prompted.
