JD Edwards World Human Capital Management has been enhanced to provide functionality in response to the Affordable Care Act (ACA) Employer Shared Responsibility provisions.  The new functionality will assist users in determining the employees to be considered full-time under ACA hours of services guidelines.  Under ACA requirements, employees who meet the hours of service threshold (averaging at least 30 hours/week or 130 hours/month) should be considered eligible to receive health coverage.    ACA regulations apply to employers with 50 of more full-time employees (included full-time equivalents); these employers are referred to as Applicable Large Employers (ALEs).

To assist with identifying whether employee’s who are not classified as full-time but should be for ACA purposes, the Oracle JD Edwards World system provides an Hours of Service reporting process that can be used to calculate an employee's average hours of service for a particular measurement period.

ALE ID To Home Company Cross Reference (P08116)

Used to define home companies that are grouped under a given Applicable Large Employer (ALE) ID

ALE ID must be defined in UDC 08|LE (Applicable Large Employer ID) and ALE Member ID must be defined UDC 08|MI (ALE Member ID)

Employee Eligibility (P081161)

The application is used to review employee eligibility information created by the Hours of Service Report or to add or modify eligibility records.

R08416Hours of Service Report

The report accumulates timecard hours for the measurement period and determines whether or not an employee meets the hours of service thresholds. It is the central starting point from which ACA functionality originates.

The R08416 report can be processed in Proof and Final modes.

If the Override Eligibility Status field is used, it will assign the status for eligibility to all employees in the report run for the specific measurement period.

Obtain the new functionality by applying the software update (SU) for the release listed below.  Please note, the Eligibility hours of service part of the ACA is included in A9.4 release thus there won't be an SU for this.
