WS:08: ACA Look Back Cal Method Is Not Working (Doc ID 2016628.1)

Look back calculation method is not working correctly. Employee did not meet the hours of service requirement (not working a total of 130 a month or 30 a week) yet the system still flag him as eligible. For example, employee work 25 hours a week for the month of November and December of 2014. The total per month is 105. The total for two months is 210. When running the hours of service (P08416) using look back method of calculation with the measurement period date of 01/01/2014-12/31/14, system flag this scenario as eligible even though the total hours per month is only 105 and per week is 25.  Also, the Avg. Hours/week display wrong on subfile 081161.  System should take  total hours worked divide by actual number of weeks work equaling the average hours per week.  System currently taking total hours worked divide by 52 weeks even though the employee did not work all 52 week equaling the average hours/week.  With the scenario above, the Avg. Hours/week is 4.03 (210/52).
