WS: 30/31: Substitute Items do not Automatically Attach to Parts List when Manufacturing Constants are Set to 1/1 P31410/P3111

When Manufacturing Constants (P3009) are set to a 1/1 in both Commitment Control and Hard/Soft Commit, substitute items do not attach when the work order parts list is created. Both forms of attachment, Interactive (P48013/P3111) and Batch attach using Order Processing (P31410) do not replace the item that is defined as the substitute item.
It has been reported in the past that older releases of A73 accommodated this functionality. However, internal testing as far back as A73.4 disproved this theory. Therefore, Bug 20457247 SUBSTITUTE ITEMS WILL NOT ATTACH/ PL USING A 1/1 IN MANUFACTURING CONSTANTS was written. This Bug was applied by the customer who reported this issue and their findings were that substituted items from a secondary location were attaching. This is incorrect as a 1/1 in manufacturing constants state to commit inventory from a primary location only.
Therefore, Bug 21460368 - APPLYING BUG 20457247 COMMITS INVENTORY TO SECONDARY LOCATION USING 1/1 IN CNSTS, was written to correct Bug 20457247.
Defining a 1/1 in manufacturing constants states that commitments are hard committed to a primary location.
Manufacturing Constants can be located on menu Shop Floor Control Setup (16/G3141).
A third Bug is to be written as Bugs 20457247 and 21460368 do not correct substitute processing when manufacturing constants are set to a 1/1.
