In A9.3.1, create a Standard Routing (F3003) with an Outside Operation step. Ensure that the Routing Type located in the upper right hand corner of the Standard Routing header (14/G3011) contains the Routing Type code of any code other than an M. For example, add a Routing Type of TRT or ALT.

In addition to changing the Routing Type code on the Standard Routing header, press F4 to open the fold. Locate the operation sequence of the Outside Operation. In the field titled 'Type' or Type Operation (OPSC), populate the Type Operation code of the Outside Operation routing step, to an A for an Alternate routing step.

Create a new work order header (2/G3111) and add the Routing Type code of either TRT or ALT (which ever code was used for the Standard Routing) and attach the Standard Routing and parts list Interactively (P48013). Press F8 from the work order header, then F10 twice. The Action Code changes to an A for Add and press enter. 

An Outside Operation purchase order/requisition is created. Since this routing step is coded as an Alternate step in the Type Operation field (OPSC), along with the Routing Type code of TRT or ALT, no purchase order/requisition should be created.
