WS: 77: ROE Process Stuck in Loop when Prior ROE Exists

When prior ROEs exist for an employee and they are included again in processing for ROEs, the program gets stuck in an endless loop. The only way to exit is to shut down the session. The employee with the prior ROEs has to be processed separately as a Single ROE rather than with multiple employees. This is not a valid workaround when multiple ROEs need to be created.
