WS:07: Negative Excludable For OH Local Taxes

Actual behavior: Employee work and resident is in the 9 digits GEO code for OH (in this case 360171600) and source of SUI/SDI is blank.. During prepayroll, everything look correct. However, after final update is completed, system updated the F06136 for 360171600 tax type N with a negative excludable amount that is the same as the amount in the gross column. For example, gross column contained 1903.84 as gross and under the excludable column, system updated with -1903.84. For this reason the taxable gross for school tax type N is doubling.
Expected result: no taxable gross doubling or negative excludable for school tax type N.
