07:WS: Resident State Taxable Gross Double Due to a Large Negative Excludable Amount

System: World A9.2.1
Actual behavior: Employee work in 07 (CT) and reside in 33(NY). After final update, the excludable amount for resident state (in this case 33/NY) show up in history (F06166/F06136 files) as negative for the resident state. Thus double up the taxable gross for Resident state.
Step to duplicate:
1. Create an employee with work tax area as 07 and resident state as 33
2. Run payroll all the way thru final update.
3. Check tax history F06166 and F06136 and see the taxable gross for resident state is double due to the negative excludable amount.
