Symptoms
The Tax Rates and Areas program (P4008) is not considering Item Number when checking for unique tax rate area records on Add attempts. This erroneously prevents tax rate / area records that are actually unique records from being added, returning the following errors:
0001 - Action Invalid
066T - Overlapping Dates
