WS: 07: Tax Calculating for Both 38/F1 and 38/F2 at the Same Time (Doc ID 2715083.1)

Symptoms

When an employee has 9 digit code for Oregon, both 38/F1 and 38/F2 are always calculating together, when there should only be one or the other. F1 is created for Lane County (380390000) and F2 created for Tri-Met Counties (380050000, 380510000 and 380670000) but they shouldn’t be calculated together.

Steps
1. Create an Oregon employee with a 9 digit geocode attached.
2. Submit interim or pre-payroll for the employee.
3. Verify the taxes that are calculated for Oregon.
