Socket/Port Availablility Exceptions on Windows Platform (Doc ID 1025011.1)

Symptoms

Lack of Socket/Port availability can result in the following behavior:

    1. After [re]activating deployments, the new ear file is not transferred to the LogicalHost, and the associated services continue to run on the older version of code.
    2. Various socket or port exceptions appear in any of the logs, for example:
    
        java.net.SocketException: No buffer space available (maximum connections reached?): JVM_Bind
