When activating multiple projects in succession with eDesigner with rollup 3 ESRs (98319, 98321), the deployment audit log states recursive or iterative re-deployments.

For example:

When projects A, B, and C are activated one after the other, this occurs in the deployment audit log:

A Deploys.
A and B Deploys.
A, B, and C deploys.

So, it appears that "A" is deployed 3 times, and "B" twice. This loop continues thoughout the cycle of activating a "group" of projects.
