CAPS 5.1.2: Alert Agent Destination email address change not taking affect

Destination email address in the Alert Agent has been changed and cannot get this change to take effect.
Initially, Alert Agent was setup to use a distribution list called Test. Then the Alert Agent was reconfigured to use another distribution list called JCapsDevelopers, but the change is not taking effect.
Steps that didn't help are:
- Modified the original Recipients value to be the new distribution list email address. This Recipient was still referenced in the Destinations tab, and Notifications tab, but the change did not take effect. Alerts still went to the old distribution list.
- Then set the original Recipients entry back to the original email distribution list, and created a new Recipients entry from scratch, which points to the new email Distribution list. We then changed the selected Recipients entry in the Destination tab to use the new Recipient. The Destinations tab was already set with the correct Destination, but was removed and re-added, just to be safe.
Still, all alerts are going to the OLD email distribution list, and not the new one.
Lastly, tried stopping and restarting the eManager service, to see if that would force the AlertAgent change to take effect. That did not help and alerts are still going to the old email distribution list, and not the new one.
How does one change the AA Destination email address, and what steps are required to get this change to take effect?
