Java CAPS 6 reports error when importing environment containing JMSClientToSREJMSIQMgr

Information in this document applies to any platform.
When trying to import a 5.x environment which contains JMSClientToSREJMSIQMgr, which is needed to communicate with SRE JMS IQ Manager, the import errors out saying it could not find the STCMS template.
