Can not see the 'CAPS Repository' on the NetBeans IDE (Doc ID 1025896.1)

Symptoms

If a custom installation is performed of Java CAPS 6 where only NetBeans is installed, the 'CAPS Repository' menu option under the 'Tools' main menu is not present.
