IQ recovery Failure after kill -9 i (Doc ID 1027771.1)

Symptoms

When a 'kill -9' is executed to terminate an STC-Standard IQ Manager, even though the recoverable option is set to TRUE, the IQ Manager logs that recovery failed. The error occurs at restart. It shuts down after logging the failure.
