Alert Agent reports 'Default Channel failed' error and shuts down service when trying to send e-mail notification

When attempting to send e-mail notifications to the Alert Agent the Alert Agent log reports that the "Default Channel failed" and shuts down the Alert Agent service. Errors similar to the following appear in the AA log file:
Alert Delivery Channel failed! Routing notification to Default Channel E:0x20002000 (internal system)
Default Channel failed. Stopping Alert Agent Service
