WebCenter Interaction - WCI Publisher Searches Fail With Container.log Error: 'java.lang.StringIndexOutOfBoundsException: String index out of range: -1'

Symptoms
When performing a search through a WebCenter Interaction Publisher 6.5 portlet on a WebCenter Interaction 10.3 portal, this error is reported in the web browser:
"Problem occurred while searching the contents of the portlet. Contact your portal administrator."
The following error will be seen in the Publisher container logs:
INFO | jvm 1 | 2008/10/23 14:31:52 | 14:31:52,284 ERROR java.lang.StringIndexOutOfBoundsException: String index out of range: -1
INFO | jvm 1 | 2008/10/23 14:31:52 | 14:31:52,440 ERROR at java.lang.String.substring(String.java:1768)
Changes
This will happen with a new deployment of the products using default values.
