DBWS Callout Utility Fails with java.lang.IllegalAccessException When SQL*Plus Session Language is Set To a European Value (Doc ID 1050625.1)

Symptoms

When trying to invoke a web service through the DBWS callout utility and the session language of the SQL*Plus session is DUTCH_BELGIUM or DUTCH_THE NETHERLANDS, an error similar to the following occurs:

java.lang.IllegalAccessException:
