Oracle Fusion Middleware 220.127.116.11 Installation Fails to Complete all Application Deployments with BEA-149205 Errors in Server Log file

Information in this document applies to any platform.
A new installation of Oracle Fusion Middleware 11gR1 (22.214.171.124) completes successfully.
After starting the newly created domain, you are unable to start any of the configured applications, including Enterprise Manager (which should be available at http://M:port/em).
Other symptoms are:
1) You can start/stop Oracle Weblogic Server without problems and access to the administration console at http://<HOST>:port/console is working correctly
2) The em application appears in 'FAILED' state in the console page.
3) Others applications appear as well as 'FAILED'
4) This problem has been first time identified in Oracle SOA Suite 11g 126.96.36.199.0 installation, but it could also happen with other configuration types such as Oracle Identity Management or Portal/Forms/Reports/Discoverer.
